A previous council project developed the practice of philosophical enquiry across the council's primary schools. The evaluation of the primary school project provided evidence of significant social and cognitive gains for the pupils involved in this development. The current 'Community of Philosophical Enquiry' (COPE) Project seeks to extend these primary schools developments into the council's secondary schools. Personal Social Development (PSD) teachers in secondary schools will be provided with professional development opportunities to help them develop classroom 'communities of philosophical enquiry'. These classroom communities will encourage pupils to examine personal development issues at a deeper and more meaningful level than would otherwise be possible through more traditional teaching methods.
FLaT support is provided to extend enquiry methods that have been successfully used in primary school classrooms into more complex secondary school organisational structures.

The project started in February 2004 and will conclude in June 2006.
